Transparency and Corruption Prevention

Transparency is understood as full accessibility to information concerning the organisation and activities of public administrations, with the aim of enabling widespread public scrutiny of the performance of institutional functions and the use of public resources.

The information provided on this page complies with Legislative Decree No. 33/2013, “Reorganisation of the rules governing public disclosure, transparency and dissemination of information by public administrations”, as amended by Legislative Decree No. 97 of 20 May 2016.

Transparency obligations in public administrations

Legislative Decree No. 33/2013 defines transparency as full accessibility to data and documents held by public administrations. Its purpose is to enable widespread scrutiny of administrative activities and the use of public resources.

In particular, the Decree:

  • identifies the data, information and documents subject to mandatory publication;
  • requires institutional websites to include a dedicated “Transparent Administration” (Amministrazione Trasparente) section;
  • establishes standards for the quality, updating, integrity and accessibility of published data;
  • provides for simple civic access (accesso civico semplice), allowing individuals to request data or documents subject to mandatory publication that have not been published;
  • was supplemented by generalised civic access (FOIA) under Legislative Decree No. 97/2016;
  • links transparency requirements to corruption prevention measures;
  • promotes integrity, accountability and the effective functioning of public administration.

Corruption Prevention

The University publishes information and documents relating to corruption prevention and transparency requirements, including the Three-Year Corruption Prevention and Transparency Plan, the name of the Corruption Prevention and Transparency Officer (RPCT), regulations on the prevention and suppression of corruption and unlawful conduct, the RPCT’s annual report, measures adopted by the Italian National Anti-Corruption Authority (ANAC) and the related compliance measures, as well as documents concerning identified violations.

These requirements are governed by Articles (ai sensi artt.10, c.8, lett. a),  43, c. 1 – D.lgs. 33/2013;  art.1, c.8, c.14 e c.3 – L. 190/2012;  art.18, c.5, D.lgs 39/2013).

The update to the Three-Year Corruption Prevention and Transparency Plan is included in the 2026–2028 Integrated Plan of Activities and Organisation (PIAO), approved by the University’s Board of Directors on 18 February 2026, under the section “Corruption Risks and Transparency”.
